Job Summary

The Director Technology and Infrastructure Services is the leader of the Infrastructure engineering and operational portfolio reporting to the CTSO, and is a key member of the senior management team of the Information Services Department (which consists of the senior portfolio leaders and group leaders). 

 

The Sr Director of Technology and Infrastructure has operational responsibility for managing key foundational infrastructure services at CHOP (main campus, all satellites, and remote facilities) which includes the data center(s), the entire wired and wireless network at CHOP, systems, database and storage. 

 

A key dependency is a close working relationship with other leaders to ensure complete alignment of all Technology service delivery at CHOP.  This role is a partnership with other technology services leaders and represents OneIS and OneTechnology services within design sessions, service delivery and other others.  Other key dependencies are to establish successful interactions with the leaders of Engineering, Security, Architecture, Cross-Functional & Testing, and Project Management Office. The Infrastructure portfolio is a key dependency for the success of the Business and Clinical Applications portfolios. The Director of Core Infrastructure responsibilities include 1) strategic planning, 2) budget management and optimization, 3) resource management, 4) process participation and ownership, 5) standards management, and 6) operational oversight of the technology infrastructure.

 

In conjunction with the CIO and CTSO and other IS leaders, the Sr Director of Technology and Infrastructure acts as a liaison between technology and business and clinical strategies to help achieve alignment of business and clinical strategies and technical capabilities.  In this role, the Director ensures that the customers are engaged and are partners in technology and the quality of the service delivered meets the requirements of the clinical and business functions of CHOP.

Job Responsibilities

Operational Oversight

  • Direct the day-to-day operational responsibilities for the data centers, network, systems, and management.
  • Engineering and Architecture services within the portfolio
  • Direct infrastructure planning and maintenance. 
  • Monitor performance of the technology infrastructure, review and remediate its failures.
  • Verify technology standards and best practices are maintained across the organization.
  • Verify technical problems are resolved in a timely and cost-effective manner.

Budget Management & Optimization
• Responsible for the budget of the LAN management and system/device management, data centers, network, systems, telecom with a focus on:
o Establishing budget(s).
o Managing costs.
o Establishing productivity targets.
o Managing to targets.
o Documenting variances
o Financial Stewardship opportunity identification and  action plans
Resource Management

  • Establish a high-performing management team for \ Technology and Infrastructure
  • Coach, develop and mentor team members within and outside their organization.
  • Recruit and develop staff.
  • Prioritize and align resources.
  • In conjunction with the Director of IS Business Operations, responsible for managing the key vendors and contracts for Core Infrastructure Technology.

Strategic Planning

  • Provide strategic and tactical direction for technology services as a whole and infrastructure.
  • Plan lifecycle of data centers, network, systems, database, backend devices.
  • Understand industry direction and position CHOP optimally.
  • Keep abreast of advance and changes in the field and when appropriate, adopt innovations that lead to improvement and increased efficiency of CHOP’s operations.
  • Plan jointly to deliver the technology infrastructure and services (within IS, Platform, Security, Cross-Functional, Service delivery portfolio, Business Applications, Clinical Applications, Bio Med).

Process Participation/Ownership

  • Establish requirements, document process, and manager user relationship in development process.
  • Adhere to Information Services policies and procedures (including incident, problem, and change management). 
  • Contribute to work plans involving Technology Services.
  • Contribute to communication strategies for the department.

Standards Management

  • Establish standards with the technology Infrastructure groups with a focus on Management, data centers, database, network, cloud and systems.
  • Enforce those standards.
  • Establish key metrics and performance indicators to measure service levels.
  • Measure service levels.
  • Manage key service providers to service levels and performance on delivered services.
  • Meet or exceed SLAs.

Required Education and Experience

Required Education: Bachelors degree


Required Experience: Ten (10) years enterprise technology experience

Preferred Education, Experience & Cert/Lic

Preferred Education: Masters degree in IS


Preferred Experience: Healthcare
                                                                                                                    
Preferred Licenses/certificates/registrations: Technology / Networking / Platform specific certifications, Process improvement certification

Additional Technical Requirements

  • Proven experience in managing technology design, build, run teams
  • Demonstrated infrastructure, platform, operations and engineering life cycle knowledge and experience
