Job Summary

An IS Developer II is an intermediate level position responsible for creating solutions to business problems by designing, testing, and programming software applications. This role will work closely senior developers and cross functional teams to translate requirements into workable programming code. 


1.    Demonstrates intermediate knowledge of and expertise in the Agile SDLC, experience programming in JavaScript, React, React Native and Node.JS.
2.    Exhibits In-depth knowledge of Java or .NET or similar Enterprise level software language.
3.    Demonstrates basic knowledge of project management and related tools, specifically Service Now, MS Project and collaboration tools like Slack, Skype, HipChat and others
4.    Demonstrates competent problem solving and troubleshooting skills.
5.    Exhibits knowledge of and contributes to developing best practices, policies and procedures
6.    Demonstrates the ability to create detailed work-related documentation and project and change management plans.
7.    Exhibits the ability to communicate effectively with clients and colleagues.
8.    Exhibits the ability to work with minimal supervision in support of team initiatives.
9.    Demonstrates the ability to serve as a resource for other team members and to instruct other staff on various technical matters.

Job Responsibilities

The responsibilities of an IS Developer II encompass identical responsibilities as an IS Developer I, but with a greater degree of complexity.  An IS Developer II also:

1.    Acts as project managers for moderate technical projects; creates and updates project plans, user stories and tasks, issue logs, etc. in accordance with departmental standards.
2.    Codes complex programs in required languages as defined in specifications prepared by IS personnel or vendors.
3.    Provides Help Desk support to resolve intermediate problems.
4.    Independently modifies existing or creates new code to meet specific user requirements.
5.    Performs project evaluation and/or installation, testing and support.
6.    Prepares conversion documentation and mappings for moderate level system implementations.
7.    Prepares formal change implementation plans and monitors their implementation. 
8.    Prepares unit, system and integrated test data to meet specified requirements and conducts testing.
9.    Participates in the development and maintenance of change control methods.
10.    Generates moderate to complex documentation, including design specifications, flow charts, etc.
11.    Acts as resource to other team members, especially programmers and associate programmers.
12.    Provides instruction on various technical topics to other staff members and assist in training intermediate and end-users.
13.    Generates moderate to complex documentation, including design specifications, flow charts, etc.

Web Tech App Dev Dept

1.    Testing and Test Automation
    a.    Authors automated unit tests where appropriate and executes unit test suites as part of development efforts.
    b.    Refactors legacy code to isolate unchanged portions and place changed portions under automated unit test coverage. Executes automated integration tests as part of release efforts. Authors functional test scripts and user acceptance tests for work items of low complexity.
2.     Information Security
    a.    Authors code in compliance with documented general information security standards and guidelines.
3.    Application Performance
    a.    Troubleshoots simple application performance issues
4.    Code and Component Reuse
    a.    Utilizes available code libraries, components, and frameworks to accelerate development efforts.
5.    Maintenance Procedures – Log Monitoring and Analysis
    a.    Monitors ColdFusion logs for issues and uses them to assist in resolution of basic issues.
    b.    Uses ColdFusion logs to assist in resolution of complex issues. Monitors JRun and Apache logs for issues and uses them to assist in resolution of basic issues.
6.    Quality Activities
    a.    Participate in code reviews, design reviews, and requirements reviews.
    b.    Conduct code, design, and requirements reviews on items of low complexity. Participate in defect analysis.
7.    Requirements
    a.    Participate in requirements elicitation meetings with clients. Seek clarification of business requirements with the goal of being able to convert them to technical requirements and implement them into application code.
    b.    Elicit business requirements from clients for small, low complexity work using basic techniques (e.g. meetings; use cases; user stories) and convert to technical requirements. Participate in requirements analysis sessions.


Required Education and Experience

Required Education: 
Bachelor’s Degree in Computer Science, IS or related field

Required Experience: 
1.    One or more years of software development experience.  
2.    Experience working on complex team-oriented projects.  
3.    Minimum of 1 (one) year maintenance support. 

Preferred Education, Experience & Cert/Lic

Preferred Education: Bachelor’s Degreeor higher in Computer Science, IS or related field


Preferred Experience: 1-3 years of experience working in a clinical, Hospital or Health Care IS environment

Additional Technical Requirements

1.    Good oral and written communication skills.
2.    Demonstrated knowledge of the Systems Development Life Cycle.
3.    Experience with one or more data integration tools and HL7 file transfer format knowledge.
4.    Experience in developing Restful Services using Node or Java/.NET
5.    Healthcare interface development experience preferred.
6.    Experience in data mapping tools, JavaCaps Enterprise Suite preferred.
7.    Utilization of Java SupperClass and SubClass.
8.    Experience with JavaCaps metrics, alerting, journaling and playback.
9.    Experience with JavaCaps systems design at the domain level.
10.    Experience in designing many to many interface relationships.
11.    OS UNIX level knowledge for scripting, CRON, etc..

Programming languages
a.     Primary programming languages (and related specifications) in use are Node.JS, JavaScript (including the Document Object Model), SQL, and HTML.
b.     Secondary programming languages (and related specifications) in use are Java or .NET, AJAX, Oracle PL-SQL, CSS, and Apache mod_rewite.
